Non-Hague Convention Countries (Authentication / Legalization)

Documents intended for countries where the Hague Apostille Convention does not apply may require authentication and embassy or consulate legalization instead of an Apostille. The exact process depends on the destination country, issuing authority, document type, and instructions from the receiving organization.

Not sure which legalization process applies? Email your documents in PDF format with the destination country and any deadline. We will review the required steps before you proceed.

Important country updates: Algeria and Vietnam are now included on our Hague Apostille Countries page, rather than this non-Hague list. Malaysia and the United Arab Emirates (UAE) remain common non-Hague legalization destinations. Thailand has acceded to the Convention, but its scheduled entry-into-force date is February 28, 2027; until then, authentication and legalization may still be needed. Always confirm the current status and destination requirements.

How Non-Hague Authentication and Legalization Works

Unlike an Apostille for an eligible Hague Convention destination, non-Hague document processing may involve several stages. We determine the applicable sequence after reviewing your documents:

  1. State or local certification / authentication: A state-issued or notarized document may need county clerk certification, state authentication, or another state-specific step.
  2. U.S. Department of State authentication: Some documents and destination countries require federal authentication, including certain documents already authenticated at the state level.
  3. Embassy or consulate legalization: The destination country's diplomatic mission may require a final legalization step, subject to its own submission rules and fees.

Not every project requires all three stages. Federal documents may follow a different path from state documents, and embassy procedures can vary substantially. We can coordinate eligible state, federal, and embassy stages as appropriate.

Common Documents for Non-Hague Legalization

We assist with eligible document packages for international business, immigration, residency, family matters, and other overseas requirements, including corporate certificates and filings, powers of attorney, affidavits, marriage and birth records, diplomas, and federal records. Each document is reviewed for its required issuing authority, certification format, and destination-specific legalization process.

Not Sure If Your Country Requires an Apostille?

If your destination is a Hague Convention country and the Convention applies to your document, an Apostille generally replaces traditional embassy legalization. If the destination is non-Hague, you may need Authentication followed by Embassy or Consulate Legalization. The receiving authority's instructions remain important in either case.
