Embassy & Consulate Legalization (Non-Hague Countries)

NY Notary Public Services coordinates embassy and consulate legalization for U.S. documents intended for international use, including corporate, personal, academic, and legal records. For countries that do not participate in the Hague Apostille Convention, the required process may involve state-level authentication, U.S. Department of State authentication in Washington, DC, and final embassy or consulate legalization.

We can manage the complete authentication and legalization chain when required, giving businesses, law firms, and individuals a single point of contact rather than requiring them to coordinate multiple agencies independently.

The correct sequence depends on the document's issuing authority, the destination country, and the receiving institution. We review these requirements before recommending a processing route.

How Embassy Legalization Differs From an Apostille

Both processes authenticate documents for international use, but they are not interchangeable.

  • Apostille: Generally used for documents destined for countries participating in the Hague Apostille Convention. The appropriate state authority or, for eligible federal documents, the U.S. Department of State issues the apostille.
  • Embassy & Consulate Legalization: Often used for documents destined for non-Hague countries. Depending on the document and destination, the process can require state authentication, federal authentication, and embassy or consular legalization.

Because each receiving authority sets its own acceptance requirements, document review is required before processing begins. Not every document needs every step.

Complete State, Federal & Embassy Legalization — One Coordinated Service

For eligible state-issued and notarized documents, the full legalization chain may involve:

  • 1. State-level authentication: Authentication or certification by the appropriate Secretary of State or other authorized state office.
  • 2. Federal authentication: Authentication through the U.S. Department of State in Washington, DC, when required by the destination country's process.
  • 3. Embassy or consulate legalization: Submission to the destination country's embassy or consulate, when required, following the preceding certifications.

We can coordinate all three stages, including document handling, submissions, retrieval, completion scans when available, and final shipping. Documents issued directly by federal agencies generally follow a federal route rather than first requiring state authentication.

Our Washington, DC team can physically submit and retrieve eligible documents at the U.S. Department of State. For eligible federal processing, our separately quoted expedited service currently has an estimated turnaround of 12–14 business days for the federal stage, subject to agency review and approval. This does not represent the turnaround for the entire embassy legalization project; state and consular stages add time.

Corporate Document Legalization for International Business

Law firms, accountants, compliance teams, and businesses often need authenticated corporate records for overseas subsidiaries, foreign bank accounts, licensing, commercial registrations, and cross-border transactions.

We can coordinate retrieval of available New York corporate records, certified copies of incorporation or formation filings, Certificates of Status, and assumed name documents, then arrange the required authentication and legalization sequence. We also review requests involving other U.S. jurisdictions on a case-by-case basis.

For companies handling multiple documents or recurring international filings, we can coordinate the project as a single workflow and provide status updates as documents progress through the required offices.

Countries & Consular Requirements

We review embassy and consulate legalization requests involving destinations such as the United Arab Emirates (UAE), Malaysia, Vietnam, and other jurisdictions where consular processing may be required. Our experience includes multi-agency document authentication and coordination with embassy legalization specialists.

Requirements can change and may differ by document type, issuing state, consular jurisdiction, and the specific authority receiving the document. We therefore confirm the applicable process for each project rather than assuming that all countries follow the same sequence.

Some countries accept Hague apostilles for certain documents or have additional country-specific procedures. The receiving authority's instructions should be reviewed before submission.

Our Embassy Legalization Process

Every request begins with a document review to establish the appropriate processing path.

  • Step 1 — Document Review: Email PDF copies, the destination country, and any instructions or deadline. We identify the likely required stages.
  • Step 2 — Preparation & Notarization (If Needed): We advise on originals, certified copies, or notarization. Eligible documents may be notarized through Remote Online Notarization (RON) when acceptable for the intended use.
  • Step 3 — State-Level Authentication (When Required): We coordinate authentication by the appropriate state authority for eligible state-origin or notarized documents.
  • Step 4 — Federal Authentication (When Required): We coordinate submission to the U.S. Department of State, including physical submission and retrieval through our Washington, DC team for eligible documents.
  • Step 5 — Embassy or Consulate Legalization: We coordinate the applicable consular submission, subject to the embassy's current requirements and acceptance rules.
  • Step 6 — Completion & Delivery: We provide scans when appropriate and arrange domestic or international delivery. Shipping is quoted separately, and clients may supply a prepaid label.

We communicate the expected stages and update clients as the project progresses. Final acceptance remains with the receiving authorities.

Timing, Pricing & Expedited Options

Embassy and consulate legalization timelines vary by destination, document type, the number of authentication stages, and current government and consular processing schedules.

Our Washington, DC physical submission and retrieval service can help reduce mail transit for eligible federal authentication stages. However, embassy processing is separate, and no single turnaround estimate applies to the full legalization chain.

We quote processing options and pricing after reviewing the documents and destination requirements. Please tell us about any filing, banking, immigration, or embassy appointment deadline when you inquire. Expedited handling may be available for certain stages but does not guarantee completion by a specific date.

Remote Online Notarization for International Use

When permitted, Remote Online Notarization (RON) can be used to notarize eligible documents before they enter the authentication and legalization process.

RON allows signers to participate from outside New York, including overseas, through a compliant New York online notarization platform. However, the signer's location and the document's acceptance abroad are separate considerations: the receiving country, embassy, or institution may have its own requirements for the form of notarization.

Frequently Asked Questions

What is embassy or consulate legalization?

It is a process through which a destination country's embassy or consulate legalizes a document for use in that country, often after one or more U.S. authentication steps. The required sequence depends on the document and destination.

Do all non-Hague countries require state, federal, and embassy legalization?

No. Some documents require all three stages, while others follow a different route. Federal agency documents, for example, generally do not need state-level authentication. We review each request before confirming the steps.

Can you handle the entire legalization process?

Yes. When applicable, we can coordinate document preparation, state authentication, U.S. Department of State authentication, embassy or consulate legalization, and final shipping.

Can you legalize New York corporate documents for overseas use?

We assist with available Certificates of Status, incorporation and LLC formation records, assumed name filings, and other eligible corporate documents. The required certifications depend on the document and destination country.

How long does embassy legalization take?

Turnaround varies significantly by destination, embassy or consulate, and the authentication stages required. We provide an estimate after reviewing the documents and current processing conditions.

Can I use your service if I live outside New York or outside the United States?

Yes. We coordinate eligible legalization requests for clients throughout the United States and internationally. The document's issuing authority and destination determine the process, not simply the client's location.

Can remote online notarization be used before embassy legalization?

Sometimes. New York RON may be available for eligible documents, but the destination embassy or receiving institution must accept the notarization format. We recommend review before scheduling notarization.

Do I need to send original documents?

Requirements vary. Email PDF copies for initial review; we will explain whether physical originals, certified copies, or additional documentation must be shipped for processing.

Can you arrange international shipping after legalization?

Yes. We can arrange international shipping at the current courier rate, or you may provide your own prepaid shipping label. Completion scans are provided when appropriate.
